Wooden flagpoles are usually painted white so it can show off the colors of the flag that it hoists. Wood splinters should be properly sanded and cracks filled with putty and immediately painted over. It should regularly get several fresh coats of paint, varnish and a good quality sealer to keep it looking neat and clean. However, regularity would depend on the weather condition of the place.
